Sources Sought. This is not an Request for Proposal (RFP.) Potential
sources are being sought for a Firm Fixed Price contract to support
S-3B Mission Computer Replacement. The Naval Air Systems Command,
Maritime Surveillance Program office is seeking a
Commercial-Off-The-Shelf (COTS) or Non-Developmental Item (NDI)
solution for the S-3B Viking's integrated mission computer upgrade. The
technology sought should minimize any redevelopment and non-recurring
engineering and must give the S-3B the capability to accomplish all
missions with the exception of Acoustic ASW. It must be an open
architecture with growth capacity, provide the capability to do data
fusion in a windows-type environment, drive color displays and
interface with all existing S-3B avionics and peripherals. The mission
computer software is currently being rewritten in the ADA programming
language. If possible, the intent is that this operational mission
software should be used with any mission computer replacement, however,
we will welcome alternative solutions. In order to stay ahead of
obsolescence issues, a first article would have to be available within
6 months after a contract is awarded. Approximately 75 installation
units would be procured, with installs to complete not later than FY04.
It is intended that this computer must be supportable throughout the
life of the S-3B aircraft to 2015 including parts and support.

the capability to perform the requested work are invited to submit a
summary of their capabilities and descriptive literature addressing the
above technical areas. The statement of capability should not be longer
than 10 pages and should include relevant background and experience,
with contract numbers, names and phone numbers of contracting office
and technical officer POCs. This synopsis is for information and
planning purposes only and does not constitute a solicitation for bids
or proposals and is not to be construed as a commitment by the
government to issue a request for proposal or award a contract as a
result of this request. Any further procurement action for this project
will be the subject of a future announcement. The Government will not
reimburse the respondent for any cost associated with information
submitted in response to this request. Firms responding to theis
synopsis should indicate their size status. The Navy reserves the right
to consider a small business set-aside or use of Federal Acquisition
Regulations (FAR) Part 12, Commercial Practices for above system
