proposals from offerors that have technical expertise and experience
in municipal development and autonomy in Latin America and the
Caribbean or in developing countries in other regions of the world,
including significant USAID project implementation experience. The
project will also provide technical assistance to the Association of
Majors (AMUNIC) and their efforts to increase municipal autonomy. The
Municipal Autonomy and Development (MAD) Project will build on an
existing project which is providing direct assistance to 14
municipalities to improve their operations and citizen participation in
local-decision making. The current project is also helping AMUNIC to
effectively address central government policies and tax legislation
that support municipal autonomy and development. The Mission
anticipates awarding a Cost-plus-Fixed Fee contract for the purpose of
working in the Municipal Autonomy and Development Project in
Nicaragua. The period of performance of this Contract will be for
approximately four years, with options for extending into year 5 and 6.
RFP NO. 98-13 for this requirement will be available on or about July
6, 1998. The closing date for receiving proposals should be August 19,

request for the RFP will be honored 15 days after the opening day of
same. The Standard Industrial Classification Code for this procurement
is 8999. The preferred method of distribution of USAID procurement
