USAID/Paraguay has one Democracy Strategic Objective, Improved Responsiveness and Accountability of Key Democratic Institutions. This program is under Intermediate Result 1.1, More Efficient, Transparent, and Participatory Elections. The purpose of this three-year Cooperative Agreement for $2,250,000, which is to be implemented during a non-election period from October 1998 until September 2001, is to deepen the democratic practices, opportunities, and structures necessary for efficient, transparent, and participatory elections in the future. The program objectives will be to 1) improve electoral administration by improving the operation of the Electoral Tribunal and by assisting in the reform of the electoral code, 2) strengthen Paraguayan civil society by working with civic organizations to increase their participation and effectiveness in political processes, and 3) increase democratic governance within political parties. The RFA will be issued approximately 15 days after this announcement.
