synopsis/solicitation for commercial service prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This notice constitutes a Request
for Quotation (RFQ) for the following: The Contractor shall Develop
and Present a two-week orientation course at the Contractor's site for
up to 6 On-Site Inspection Agency (OSIA) Linguists for basic
terminology of microbiology and molecular biology. The course shall
consist of classroom training and practical hands-on laboratory
exercises. This training shall be scheduled for 3-14 August 1998.
Training subject matter shall cover basic knowledge in organic
chemistry, biology and microbiology (to include virology, immunology,
cell culture, biochemistry and genetic engineering) and the terminology
associated with these subjects. The training course shall include a
technically qualified Russian speaker who can assist the linguists in
translation and interpretation exercises pertaining to the subject
matter covered in class. Practical laboratory exercises shall include
safety procedures, laboratory equipment, and laboratory techniques used
in biological processes. The course shall be designed to have separate
modules that can be offered on a repetitive basis as needed by OSIA.
All text, tables, diagrams, and illustrations in the course shall be
stored as electronic files, 3.5 microdisks to be delivered to OSIA. The
software application used shall be compatible with the Windows NT
System, Microsoft Office 95, version 7.0 currently used by OSIA. The
Contractor shall plan, manage and execute the requirements and tasks
specified for this training. The contractor shall provide all
instructors, development, equipment, materials, facilities and support
for this training. The contractor shall be required to maintain
student records; develop and administer written tests/quizzes; develop
and administer written student evaluations and course critiques;
develop and administer course completion certificates; provide a
student roster, copies of student evaluations and course critiques
within 10 working days of course completion to OSIA. Provide changes in
course content, improvements, cost changes, administrative changes,
financial reports, etc. to OSIA. This notice serves as the only
solicitation; quotes are being requested and a written solicitation
will not be issued. This procurement is being conducted under the
Simplified Acquisition Threshold (SAT) portion of the Federal
Acquisition Streamlining Act (FASA). This solicitation document has
incorporated provisions and clauses that are in effect through Federal
Acquisition Circular 97-04. The procedures identified in FAR 13.106
apply to this acquisition. Award shall be made to the technically
acceptable lowest price offeror. The Contracting Office will conduct
comparative evaluation of offerors. All offerors shall submit a
technical/management proposal to include past performance of similar
courses provided to Government/Private Industry. Also include resumes,
a work plan, labor category and level of effort, facility description
and photos, and area information -- lodging, restaurants amenities.
The clause 52.212-4, Contract Terms and Conditions -- Commercial Items
applies to this acquisition. Questions regarding this acquisition can
