Contracting Officer, 301-344-0257 Solicitation Notice. The Government
intends to issue a Request for Proposal (RFP) for the renovation of
Segment II of the North Wing (Pilot Plant) and the Semi-Works Building
at the National Center for Agricultural Utilization Research (NCAUR)
in Peoria, Illinois. Significant elements of work for Segment II
include: a new Extrusion Room Laboratory with a partial two story area
located on the basement level; a new Program Room with laboratory
casework and sink which will be created adjacent to the existing
Polymer Research area; the first, second, and third floors will contain
new men and women's toilet rooms with shower facilities; the first
floor will contain testing laboratories and private offices, a new
conference room, storage areas, and the partial level of the basement
level Extrusion laboratory; the second floor will contain two
instrument rooms and two General Pilot Plant work areas; the third
floor will contain two solvent Extraction Laboratories, equipment room,
cold storage room, Ink Tech Laboratory, and a Lubricant Laboratory; a
new mechanical room will also be constructed on the third floor level.
Significant elements of work for the Semi-Works Building include:
repointing of the masonry; window and door replacement; asbestos and
lead abatement; roof replacement; and removal of the second floor. The
Estimated Cost of Construction is between $3,000,000 and $7,000,000.
The time for completion of construction is 540 calendar days or 18
months after Notice to Proceed is issued. A Pre-Bid Conference will be
scheduled midway through the bid/offer phase. Sets of plans and
specifications will be available for a NONREFUNDABLE charge of $150.00
(check or money order) made payable to the Agricultural Research
Service. A written request, along with the check or money order, shall
be submitted to Bernard Johnson Young, Inc., 3000 Wilcrest, Suite 200,
Houston, Texas 77042-3390, Attention: Mr. Dallas Morris or Mr. Richard
Barrow (713-977-7411). The solicitation is scheduled to be issued on
or about July 6,1998, with proposals due on or about August 6, 1998.
Proposal will be requested in accordance with Federal Acquisition
Regulations Part 15, Contracting by Negotiation. No formal bid opening
will be conducted. Offers will be evaluated on the basis of technical
and cost as specified in the solicitation. The Government reserves the
