Transportation, Federal Railroad Administration, has a requirement to
acquire contractor support for field data acquisition activities of
their Office of Research and Development on a variety of conventional
or advanced train systems and components. Such support may include
design and fabrication of instrumentation; design, acquisition, and
programming of data acquisition systems; test planning and operations,
including operation of test vehicles; coordination of field
activities; engineering analysis and reporting; equipment maintenance
and storage; data processing and software maintenance; and management
and administration. The contractor shall provide all materials,
equipment (except specified Government-furnished equipment), labor and
facilities required to meet the requirements. The contract type is
anticipated to be cost-plus-fixed-fee, with specific requirements
defined by individual task orders. The contract period of performance
shall be for a base period of three years and an additional two
consecutive one-year option periods. It is estimated that approximately
9,500 labor hours will be required annually for a total of 47,500 labor
hours inclusive of all options. This is an unrestricted solicitation.
