Contracting Officer, or Magalie Neptune, Contract Specialist The
National Park Service is seeking input from ethnohistorical research to
inform planning decisions, develop new interpretive strategies, enhance
communication with African American communities and scholars, and
respond to inquiries from the general public. This study will review
primary and secondary sources of information to determine the
sociopolitical circumstances and salient cultural dimensions on the
origins and evolution of the design of the Statue of Liberty in
relation to mid 19th century French associations between the concepts
of liberty and freedom from slavery, in general, and in the views and
experiences of Edouard Laboulay and Frederic Bartholdi, in particular.
The proposed project will address the following questions: 1) What
documentary sources exist that explain the sociopolitical circumstances
and salient cultural dimensions of the origins and evolution of the
design of the Statue of Liberty?; 2) Based on the available evidence,
what were the origins and stages of the evolution ofthe Statue of
Liberty's design, including symbolic elements?; 3) What evidence
supports or refutes the Black Statue of Liberty hypothesis?; 4) Based
on the available evidence, how did Laboulay's and Bartholdi's personal
backgrounds influence their political views, particularly on issues
germane to the Statue of Liberty project? Specific Goals of the project
inlude: 1) To identify, review and evaluate primary and secondary
sources in French and English; 2) To provide a professionally credible
explanation of the sociopolitical circumstances and salient cultural
dimensions of the origins and evolution of the design of the Statue of
Liberty, including symbolic elements, based on a thorough review of
the evidence; 3) To recommend interpretive stategies to incorporate the
findings of this study in order to inform and support high quality
interpretation of and planning for the Statue of Liberty NM; 4)To
