The Air Force contemplates to award a Requirements Contract with a basic period of four (4) years and one (1) option year for an Automated Data Collection/Fuels Dispensing System (ADC/FDS) to support world wide requirements. The primary objective of the ADC/ FDS is to automate the collection of fuels sales transaction data from aircraft and the ground refueling system while fuel is being dispensed. The Air Force currently supports a manual, paper intensive process, for the dispensing and accounting of fuel deliveries at Department of Defense installations. The ADC/FDS shall consist of established commercial records which demonstrate the system has a proven record of reliable field performance. The contract award will be determined by the selection of an offeror whose technical proposal meets all terms and conditions of the solicitation, receives a "Pass" rating for technical capability and provides the best overall value to the Government, considering past performance and price. The Government will consider past performance to be significantly more than price. The deadline for receipt of offers will be established in the Request for Proposal, to be issued July/August 1998. All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
