The proposed contract is to support the Submarine Electromagnetic Systems Department, Code 34 of the Naval Undersea Warfare Center, with support services to upgrade and refine the specialized Financial Management Information System (FMIS) database developed for NAVSEA cognizant programs. These services will include the development of upgrades to increase capabilities, increase user friendliness, development of adjunct databases, and training regarding the upgrades. This will be a five-year, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with cost plus fixed fee provisions. The total level of effort will be 8,000 man-hours. Key Labor Categories are: Computer Scientist/Programmer 600 hrs per year, and Program analyst II, 400 hrs per yr. A technical proposal will be required in response to the RFP. The resulting contract will be awarded to offeror submitting a technically acceptable proposal offering the Best Value to Government. The Government intends to make a single award.
