The Agricultural Research Service anticipates award of one or more Indefinite Quantity Contract for Architectural and Engineering Services for the Southern Plains Area (SPA), Administrative Office in College Station, Texas. The nature of the services required are as follows: Pre-design, including surveys, soil boring, investigative reports, design criteria development, design, construction drawings, construction specifications, cost estimates, shop drawing review, and approval and inspection of construction projects. Selection criteria and point scores are: 1) 30 points for experience and expertise of key personnel and coverage of all disciplines, including consultants; 2) 30 points for similar experience providing A-E services to any other Government entity for design/build projects, renovation and repair of laboratory facilities, and computer assisted designs; 3) 10 points for demonstrated past performance in terms of cost control, quality of work, and compliance with time schedules; 4) 10 points forvolume and nature of annual workloads, which indicates availability of A-E's time for ARS projects; 5) 20 points for proximity of the A-E firm in relation to SPA Locations (ie. College Station, Temple, Kerville, Weslaco, TX). The basic contract will be for the base year with the Government's option to renew four (4) additional one (1) year option periods. This contract is set-aside for small business. For your information, small businesses are those whose revenues did not exceed the small business size standard of $2.5 million for the past three years.
