D -- PEOPLESOFT FEDERAL HUMAN RESOURCES VERSION 7 SOFTWARE APPLICATION DUE 070298 POC Ms. Cheong Chon, (202) 231-8416 Virginia Contracting Activity of Defense Intelligence Agency is conducting a survey to identify Top Secret (TS/SCI) cleared firms interested in providing services which include tasks related to developing and implementing the PeopleSoft Federal Human Resources Version 7 software application. The tasks required by DIA will be performed primarily in the local Washington D.C. metropolitan area, with some work to be performed at a Government facility near Baltimore-Washington International Airport. Contractor personnel shall be required to be U.S. citizens and must have TS/SCI clearance. All work must be performed by 30 September 1998. DIA is implementing PeopleSoft Human Resources, Benefits Administration, and Payroll Interface products with a limited capability in October 1998. In the later half of fiscal year 1999 DIA will implement PeopleSoft Student Administration. The contractor shall provide HRMS implementation services by preparing plans, analyzing requirements, documenting specifications, designing system configurations, conducting tests, and writing documentation to provide an effective, efficient, technical solution. The contractor may perform development services that include, but are NOT limited to the following tasks: (a) Application Development; (b) Application Development Support; and (c)Technical Support. Application Development: The contractor shall provide services for application development and enhancements. The contractor shall incorporate, during the application development, such items as program specifications, interface specifications, documentation, screen and report designs, prototypes, testing, program control specifications, structure charts, module definitions, compile or build units, data usage definitions and networking or teleprocessing considerations. The contractor shall also incorporate minimal additional data fields, modify existing panels, develop menus, develop standard queries and reports, develop workflow, and develop web pages and interfaces. Application Development Support: The contractor shall perform technical, management, and administrative services to support and assist the Government application development process. Application development will generally occur by use of COTS software. Technical Support: The contractor shall provide technical support in areas that supplement the development process. This may include, but is not limited to: (a) designing reports; (b) sharing expertise in specialized areas, i.e., database management systems (DBMS), client/server applications, etc.; analysis and evaluation of existing commercial off-the-shelf application software packages; (d) review and evaluation of management, planning, security, audit, and other products; (e) attendance at design sessions; (f) documentation of implementation issues; (g) evaluation and modification of previously prepared design stage documents; and (h) assistance with data migration from legacy systems. MINIMUM/GENERAL EXPERIENCE: Two to six years of progressive experience in the implementation of software applications with at least one year experience in the PeopleSoft/PeopleTools suite of application software including but not limited to HRMS/Payroll, Benefits Administration, Payroll Interface product, or Student Administration. Specialized training or experience related to the Mercury Interactive client/server GUI application and load testing tools is highly desired.
