commercial services prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This notice constitutes a Request for Quotation (RFQ) for
the following: RFQ Number, OSIA01-98-Q-0018, The On-Site Inspection
Agency has a requirement for private sector, non-personal temporary
help services for two (2), Full-time (40 hours per week), Personnel
Classification Specialists, specializing in the U.S. Government
Personnel Classification System, to perform classification duties.
Place of Performance is the On-Site Inspection Agency located in
Dulles, Virginia 20166-7517. The Period of Performance will be from (on
or about) 6 July 1998 through 30 September 1998, with one option for
the period of 1 October 1998 through 31 December 1998. It is requested
that you provide a price quotation for the subject services to the
undersigned no later than 12:00 PM EST, 29 June 1998. Facsimile
transmission of your quotation is acceptable and can be sent to the
undersigned at (703) 810-4675. The price quotation should be reflected
as a fully burdened cost per hour rate. With the price quotation, the
offeror shall provide the resumes of prospective contractor employees
supporting this effort. The successful contractor shall possess a
SECRET facility clearance from the Defense Security Service.
Prospective employees must be U.S. Citizens, shall be fluent in the
English language, and have been granted a current SECRET clearance,
based on a favorably adjudicated National Agency Check (NAC) by the
Defense Industrial Security Clearance Office (DISCO). A description of
the work is as follows: Position descriptions shall be reviewed,
updated, rewritten, or established. The contractor employee shall
classify and evaluate position descriptions in accordance with OPM,
DOD, and other federal policies and requirements. Review and evaluate
existing and draft position descriptions, select applicable
classification standards and analyzeduties against levels in the
standards, and determine the appropriate title, series, and grade of
the position. Identify and make recommendations regarding position
management issues and the need for additional information. Prepare
audit questions for supervisory, employee, or questionnaire audits.
Evaluate responses, finalize title, series, and grade level
determination. Make and document determinations regarding position
status, Fair Labor Standards Act, financial statements, position
sensitivity, supervisory/managerial status, and competitive level;
based on the duties and responsibilities of the position. Prepare
evaluations in accordance with agency policy. Perform studies to review
various personnel management aspects of the organization. Identify
position management issues, conformance with National Performance
Review initiatives, the need to update/revise position descriptions,
etc. Prepare reports on findings and make recommendations for needed
changes. The following skills are required: An in-depthknowledge of the
principles, concepts, and practices of the civilian personnel law as
defined in Title V of the United States Code; the Code of Federal
Regulations, and OPM regulatory guidelines and procedures. Thorough
knowledge of federal personnel procedures. Thorough knowledge of
federal personnel position management and classification. The ability
to perform studies and analysis in order to evaluate organizational and
position structure, position management issues, and individual job
requirements; to identify potential problem areas and inefficiencies,
develop recommendations for new methods and approaches; and provide
options/recommendations for operational procedural changes and
improvements. Expertise in verbal and written communications; skill in
writing and knowledge of English grammar in order to prepare position
management reports, and classification evaluations. Ability to meet
and deal with personnel at all echelons of the organization. This
notice serves as the only solicitation; quotations are being requested
and a written solicitation will not be issued. This procurement is
being conducted under the Simplified Acquisition Threshold (SAT)
portion of the Federal Acquisition Streamlining Act (FASA). The
procedures identified in FAR 13.106 apply to this acquisition. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-04. The provision at
52.212-1, Instructions to Offerors -- Commercial, applies to this
acquisition. Offers will be evaluated on the basis of technically
acceptable lowest price. The clause at 52.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. The clause at
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, applies to this acquisition and
the additional FAR clauses cited in the clause are applicable to this
acquisition as follows: 52.222-3, Convict Labor (E.O. 11755);
52.233-3, Protest after Award (31 U.S.C. 3553), 52.222-26, Equal
Opportunity (E.O. 11246); 52.222-365, Affirmative Action for
Handicapped Workers (29 U.S.C. 793); 52.222-37, Employment Reports on
Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212). The
DFARs Clause at 252.204-7004, Required Central Contractor Registration
(Mar 1998) applies. This acquisition is 100% set-aside for small
business. The Standard Industrial Classification Code is 8742 and the
small business size standard is $5M. The price quotation should be
reflected as a fully burdened cost per hour rate. Questions regarding
