Contracting Officer The U.S. Department of Energy, Office of Defense
Programs (DP) has a requirement for technical and analytical management
advisory services to support the Stockpile Stewardship Program. DP is
responsible for the management of the United States' nuclear weapons
program that ensures the vitality, safety and reliability of the
Nations' nuclear deterrent through a science- based stockpile
stewardship program. The objective of this contract is to assist DP HQ
by providing specialized technical, analytical, and administrative
assistance to support the Stockpile Stewardship Program and to ensure
high confidence in the safety, security, reliability, ES&H compliance
and performance of the Nation's enduring nuclear weapon stockpile. The
work efforts anticipated for this contract include a broad range of
technical expertise in a number of technical, scientific and
professional disciplines including but not limited to, high performance
computing, numeric modeling and simulation, nuclear engineering,
nuclear explosive safety, nuclear weapons research and production,
systems modeling and analysis, physics, laser and pulsed power
technology, emergency response, counter-terrorism, program and project
management, safeguards and security, operations research, policy
analysis, environmental science, pollution prevention and waste
management. To secure these broad range of services through several
single award contracts and managing them in a decentralized manner is
no longer appropriate for the accomplishment of the DP Headquarters
mission. In addition, legislative requirements of the Federal
Acquisition Streamlining Act have been implemented by FAR 16.504(c) and
have therefore necessitated a change in procurement strategies. It has
been determined that a performance-based multiple award contract will
provide the flexibility needed to meet DP's priorities as the program
and organization continue to evolve. In addition to this acquistion,
the Headquarters DP acquisition strategy includes a substantive
partnership with the Office of Nonproliferation in a small business
set-aside multiple award contract awarded earlier this year, two 8(a)
contracts are scheduled for award in this fiscal year, one small
business award will complete its term to calendar year 2001, and a
small business set aside competitive acquisition is planned for
calendar year 1999. The current acquisition is unrestricted and is
classified under SIC 8742. A fixed-rate, labor hour, performance based
fee, competitive task order, term contract(s) is contemplated. The
sixty month performance period consists of a twenty-four month base
period and three (3) twelve month option periods for a total direct
productive labor hour estimate of 1,388,025. Oral presentations will be
conducted at the HQ Office of Procurement Services. A schedule will be
provided to each of the offerors submitting a proposal in response to
the RFP. It is anticipated that multiple awards will be made from
initial offers. The Department does not anticipate holding discussions
or requesting revised offers. The solicitation is estimated for
release on or about July 10, 1998 and will be available only through
