all labor, equipment and materials necessary to fabricate storm panels
for glazed windows and door openings along the hangar's eastern,
southern and western elevations. Location of the work is the U.S. Coast
Guard Air Station, Houston, Texas. This solicitation is issued pursuant
to the Small Business Competitiveness Demonstration Program and is open
to large and small business participation. This solicitation/contract
will incorporate all applicable provisions and clauses in effect
through FAC 97-04. The SIC Code is 1793 and the size standard is $7.0M.
Payment bond is required, prior to notice to proceed, if over
$25,000.00. All responsible sources may submit a quote, which will be

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The COT
provides an 80% guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
