labor, material, equipment, transportation, permits, mobilization and
demobilization for the Remodel of Building 30, Guest House, USCG
Integrated Support Center, Kodiak, Alaska. The existing facility is a
30,700 gross square feet (GSF), three-story, building with a one-story
wing, and is fifty plus years old. The work will include partial
demolition of the one-story wing, removal of all hazardous materials,
asbestos and lead, throughout the building, seismic upgrade of the
super-structure, wall, roof, foundations, and installation of all new
heating and exhaust systems, plumbing, electrical, telephone and data,
fire alarm and automatic sprinkler system. Also included is new
insulation, new vinyl siding, windows and doors throughout the
building, and new: wall, ceiling and floor surface materials and
finishes. The remaining one-story wing portion and the main stairwell
will receive new roofing. The main three-story structure will not have
a new roof installed. The contract will have a Base Bid for the
demolition, hazardous materials removal and disposal and rehabilitation
of the steam line, and one Option Bid Item for the building remodel.
The estimated price range for this contract is between $1 and $5
million. Duration of the contract shall be 120 calendar days from date
of award of the Base Bid, with an additional 133 calendar days to be
added upon exercise of Option Item 1. SIC Code 1522. There is a $25.00
NON-REFUNDABLE charge for each set of plans and specifications. To
obtain plans and specification you may send a certified check,
cashier's check or money order accompanying your request, payable to
the U.S. Coast Guard. REQUEST ACCOMPANIED WITH A PERSONAL OR COMPANY
CHECK WILL NOT BE HONORED. You may also CHARGE your request to a VISA
OR MASTERCARD Credit Card, by requesting a credit card authorization
payment form from the POC listed above. Please include in your request:
1) Point of contact; 2) Complete company name and mailing address; 3)
telephone number; and 4) fax number. Plans and specifications will be
available approximately 15 July 1998, and must be requested in writing.
Bid opening will be a minimum of 30 calendar days after IFB is issued.
All responsible sources may submit a bid, which shall be considered by
the agency. THE FOLLOWING IS FOR INFORMATIONAL PURPOSES TO QUALIFIED
BIDDERS: The Department of Transportation (DOT), Office of Small and
Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a Surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
