is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and a
written solicitation will not be issued. Solicitation F05604-98-RA260
is issued as a request for proposal (RFP). Solicitation document and
incorporated provisions and clauses are those in effect through federal
acquisition circular 97-4. This acquisition is set aside 100 percent
for small business concerns, sic code: 1499, size standard: 500.
Supplies required: L/I 0001, hot mix asphalt, 3 / 4 in, QTY: 4,030 TN;
L/I 0002, asphalt primer/sealant for base course, qty: 25 TN; L/I 0003
Tackcoat, 4 TN. L/I 0003, to be priced and available as an optional
requirement, use is dependent upon weather conditions with clause
52.217-7, Option for Increased Quantity-Separately Priced Line Items
(MAR 1989) applying. Delivery will be to parking apron, Peterson AFB
Flight Line, with escort beginning at security police west gate guard
post on Stewart Ave. required delivery date (s): L/I 0002,
Primer/Sealant, 25 TN, 18 July 1998 with delivery and application prior
to 1200 hrs. L/I 0001, hot mix asphalt weekdays starting 20 July 1998,
delivered at a rate of 72tn per hour from 0600-1600hrs to government
provided equipment. Government personnel will perform application. L/I
0003 Tack Coat, optional, priced, 4 TN, available on a per call basis
to be applied by contractor. Phone or fax POC for copies of
specifications for hot mix asphalt. Items contained in this RFP are for
Delivery FOB Destination to Peterson AFB, Colorado. Defense priorities
and allocations system (DPAS) rating: C9E. Provisions at 52.212-1,
Instructions to Offerors-Commercial Items, is applicable. Provision at
52.212-2, Evaluation-Commercial Items, applies. Paragraph 52-212-2(a)
Evaluation Factors in order of importance are: technical acceptability
of items offered, all or none, price and price related factors and past
performance. FAR 12.602, Streamlined Evaluation of Offers and FAR
13.106-1, Soliciting Competition applies. Offerors are required to
include with its offer a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications-Commercial Items, clause at
52.212-4 applies, clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items
will be checked with the following clauses marked as applicable:
52-203-6, 52-203-10, 52-219-8, 52-219-14, 52.222-26, 52.222-35,
52-222-36, 52.222-37 and 52.225-3. Clause at DOD FAR 252.212-7001,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items applies. Additional contract
requirements and/or terms and conditions applicable are listed below;
52.211-16, Variation in Quantity (APR 1984), with plus or minus 10
percent applying, 52.211-17, Delivery of Excess Quantities (SEP 1989),
52.247-34, F.O.B. Destination (NOV 1991). FAR 52.216-1, Type of
Contract (APR 1984): firm fixed-price contract is contemplated.
52.215-5, Facsimile Proposals (OCT 1997). 5352.212-9500,Commercial
Warranty (APR 1993) (IAW AFSPCFARS 5312.7004-9500), the supplies or
services furnished under this contract shall be covered by the most
favorable commercial warranties the contractor gives to any customer
for such supplies or services. The rights and remedies provided herein
are in addition to and do not limit any rights afforded to the
government by any other clause of this contract. Date, time and place
proposals are due to bid box: not later 27 Jun 1998, 4:00pm (local
time) at 21 CONS/LGCI, BLDG 982, 700 Suffolk Street Peterson AFB, CO
80914-1200. Due to the magnitude of this acquisition, usage of EC/EDI
FACNET system for purpose of providing electronic notice (s) to
successful offeror (s) and/or unsuccessful offeror (s) is not
contemplated. Solicitation amendments, if any, will be publicized in
