The Naval Research Laboratory (NRL) intends to negotiate on an other than full and open competition basis with Science Applications International Corporation (SAIC), San Diego, CA 92121. This is a follow-on contract for research in the design, development and conduction of war games, technology evaluations and war room strategy decision systems. For each of the decision methods, the contractor shall provide a full range of models required to solve the problem and evidence of their validity; a group of technical and warfighting experts to be human participants, warfare scenarios and courses of action during play; the computational facilities and spaces for developing and carrying out the task; and appropriate documentation.
