Electronic Sensors Directorate intends to acquire under the authority
of FAR 6.302-1, Only One Responsible Source and No Other Supplies or
Services Will Satisfy Agency Requirements, documentation of ESMB
DEM/VAL system and component design to include further rocket motor
development and testing. The ESMB consists of a reusable trailer and an
expendable reload. The reload is a self-contained ready to fire round,
containing a rocket motor, and an Explosive Neutralization System
(ENS). The rocket deploys the ENS across the minefield. The ENS is a
net with explosive shape charge munitions at each node, and is designed
to neutralize all surface and buried mines regardless of fuzing from a
safe standoff distance. This requirement is for a six-month contract
effort. The Government intends to award a sole source contract
modification to Tracor Aerospace, located in Austin, TX. See Numbered
