The U.S. Army ARDEC intends to award a sole source contract to Primex Technologies, Incorporated, St. Petersburg, FL, for Engineering and Manufacturing Development (EMD), plus options, of a Portable Vehicle Immobilization System (PVIS) (a.k.a. Speed Bump) in support of the Non-Lethal Program. Pursuant to Federal Acquisition Regulation, paragraph 6.302-1(a)(2)(ii), Primex is the only firm that the U.S. Government will contract with for this requirement since this is a follow-on contract for continued development and production of a unique and innovative concept.
