The National Oceanic and Atmospheric Administration intends to issue a sole source contract to the Maine Department of Marine Resources (MDMR)to assess the status of the Kennebec River shortnose sturgeon population as required by the National Marine Fisheries Service. This work will require the collection and marking of adult and juvenile shortnose sturgeon in the vicinity of the summer concentration areas within the Kennebec River. The contractor will be responsible for collection of tissue for genetic typing and for the collection of physical and chemical attributes of each station where juvenile shortnose sturgeon are sampled. The contractor also will be responsible for the recapture of sturgeon within the Kennebec River and the generation of a closed population model (e.g., Petersen or Schnabel) to estimate the adult population in the Kennebec River. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. MDMR is the state agency that has management authority and has the technical expertise and qualifications to provide the work described herein. Companies who can provide the above listed services must indicate their interest within 10 days of this announcement. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about July 2, 1998.
