NASA/MSFC plans to issue a Request for Quotation (RFQ) for Upgrade of Thermal Imaging System for Hot Gas Seals Testing as follows: Description: Line Item 1, Quantity 1 Each -- UPGRADE EXISTING PM180 THERMAL IMAGE CAMERA, ECN # 1937192, SERIAL NUMBER 18528, TO A SC1000 CAMERA. THIS CAMERA WILL BE SHIPPED TO INFRAMETRICS,INC. Line Item 2, Quantity 2 Each -- UPGRADE EXISTING THERMAGRAM 95 CARDS TO THERMAGRAM 95 PRO. BOTH CARDS HAVE PLOT SOFTWARE. THESE CARDS WILL BE SHIPPED TO INFRAMETRICS, INC AS TRADE-INS. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Inframetrics, Inc. This recommendation is made pursuant to FAR 13.106, for the acquistion of supplies or services determined to be reasonably available from only one source. Inframetrics, Inc. software and hardware is currently in use at the Hot Gas Facility where this equipment will be used. If a data acquistion system from another manufacturer is used, the software will have to be re-written or re-purchased from another manufacturer. This will result in additional cost and a significant manpower expenditure to implement the new system. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 10 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 10 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall beconsidered by the agency. An Ombudsman has been appointed.
