You are invited to submit a budgetary quotation under Request For Quotation number F41689-98-Q-0713 to furnish training services for the Government of Malaysia (GOM) in support of their Modular Airborne Firefighting Systems and Fire Fighter Water Buckets. This request is for informational planning purposes only. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOLICITATION, OR OTHERWISE PAY FOR THE INFORMATION SOLICITED EXCEPT AS PROVIDED IN SUBSECTION 31.205-18, BID AND PROPOSAL (B&P) COSTS, OF THE FEDERAL ACQUISITION REGULATION. If agents' fees/commissions are included in the quoted price (including any such fees claimed by subcontractors), please identify the amount and submit a "Contractors Statement of Contingent of Other Fees" (Standard Form 119). You are also requested to submit a breakdown of the fee related to the services performed by your sales representative. Notwithstanding the requirement in paragraph 2 above, any contract resulting from this request shall prohibit payment of sales commissions and fees when the training is for, and unless such payments have been identified and payment thereof approved in writing by the following countries: Australia, Taiwan, Egypt, Greece, Iran, Israel, Japan, Jordan, Republic of Korea, Kuwait, Pakistan, Philippines, Saudi Arabia, Turkey and Thailand. Identify any unusual provisions or requested Federal Acquisition Regulation (FAR) deviations (e.g., special termination clauses or nonstandard progress payment schedule), that may be proposed for the contract which could affect the prices quoted. If performance of this training would require the use of Department of Defense facilities in your possession, a rental charge must be applied and computed in accordance with Federal Acquisition Regulation (FAR) 52.245-9. Your price shall include the best estimate of the rental charges due the Government, including any estimated rental charges for subcontractors involved with this training program. Specify equipment and technical data needed to support training. Provide all available identifying information such as stock number, part number, noun description, T.O. numbers, description of manuals and software. Also, specify whether needed items will be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Military travel orders will be provided (if requested). Please develop your quotation for a validity period of at least 180 days. This is the minimum time required for processing by HQ USAF and review by the customer country. PERFORMANCE WORK STATEMENT 1. Scope a. Employment and maintenance training is required by the Government of Malaysia (GOM) in support of four (4) C-130 borne Modular Airborne Firefighting Systems (MAFFS) in conjunction with the Foreign Military Sales (FMS) program. Concurrent training is also needed on ten (10) Sikorsky helicopter borne 2000 liter Fire Fighter's water buckets (FFWB). Proposed training will be Contractor, Type1 Special Training, procured by the Air Education and Training Command (AETC) and presented under the auspices of the Security Assistance Training Program. All instruction and technical information shall be UNCLASSIFIED and conducted in the English language. Training is envisioned to be conducted in-country, using GOM aircraft and equipment. b. Training shall be provided to Royal Malaysian Air Force (RMAF) aircrew and maintenance personnel. Content of the courses shall include, but is not limited to, the following: installation of MAFFS; maintenance of MAFFS and protecting delivery aircraft; employment of MAFFS; use and maintenance of support equipment including trailer, high-speed compressor and spares. Total numbers of personnel to be trained in-country is unknown at this time. c. Formal classroom and structured OJT training is required to allow for operation and Intermediate "I" Level maintenance, equivalent to that of USDA Forest Service personnel currently using these systems. d. Training is requested for as soon as possible or in the 4th Qtr FY 98 timeframe. Aircrew and maintenance training should commence in-country upon delivery of equipment and supporting spares that are being purchased by the C-130 SPO (WR-ALC/LBRSM.) 2. Training a. The Contractor shall propose the course contents, appropriate subjects, and duration of training. The objective of the training is to prepare students to perform airborne firefighting duties and supporting maintenance for both types of firefighting equipment. The students shall receive the necessary skills to 1) independently operate; 2) perform airborne firefighting duties; and 3) maintain both firefighting systems to the "I" level on a daily basis without additional knowledge, skills, or assistance. b. The Contractor shall provide course documents reflecting training course content and duration, and provide course outlines detailing the individual topics of instruction and hours necessary to train the country's personnel. Training shall include combinations of formal instruction and necessary "hands-on" practical exercises to develop skill proficiency. 3. Student Support/Prerequisites a. Student Prerequisites. (1) Students shall be RMAF aircrew assigned duties in the C-130 aircraft and Sikorsky S-61 NURI helicopter. (2) Flight crew student (s) will possess a minimum of 80 English Comprehension Level (ECL), as documented by the RMAF. C-130 Loadmasters and maintenance personnel will possess a minimum 70 ECL. No requirement for translation during training will be required. The least capable student will be expected to "understand spoken English and fully comprehend technical manuals." (3) Aircrew students will be qualified in their assigned aircraft (C-130 or S-61). No initial pilot flying training is to be provided. (4) Maintenance personnel must have prior aircraft maintenance experience. (0174)
