Offutt Air Force Base intends to negotiate a sole source contract with ADT Security Services, Inc., Omaha NE, for the rental, maintenance and installation of security systems located on Offutt AFB NE. This effort is unsuitable for open competition because ADT Security Services, Inc., is currently the only source with intimate knowledge of the intricacies of the systems located on Offutt AFB, has ownership of the rented equipment and holds propriatary rights to computer software in use on these systems. Only ADT Security Systems, Inc. has the first hand knowledge of the systems, can comply with security requirements, and can perform services in the required time frames with no compromise of security. This solicitation is prepared IAW FAR Part 12. Responses to this notice are required to be received in this office not later than five (5) days after publication of this notice.
