This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). JSC intends to purchase the following: 1) 2 ea. High energy oscillator/amplifier Nd/YAG laser in accordance with the specifications listed below. 2)1 ea. second harmonic generator to allow unit to run at 532nm. 3)1 ea. beam separation package for second harmonic generator 4) warranty for two years to include labor, parts, and travel. Specifications: One pair of matched lasers must run at a repitition rate of 50-60 Hz at an energy level of at least 400mJ at 1064nm and 200mJ at 532nm. One laser must be outfitted to run at 532nm, using a "second harmonic generator". The "second harmonic generator" andother necessary equipment are included in this purchase. The following specs are for a 50Hz laser running at 1064nm. Offerors may also propose a 60Hz laser. Pulsewidth-5-12 ns;Linewidth-1.0cm-1 or less;Energy stability-2-3%; Power drift-3.0% or less; Beam spatial profile (Gaussian):Near field-70% or more,Far field-90% or more; Beam pointing stability <+/-50microrads; Beam divergence-<0.5mrad Lamp lifetimes- >30 million shots. Installation by manufacturer and acceptance of laser by NASA personnel must be performed and completed by August 30, 1998. The provisions and clauses in the RFQ are those in effect through FAC 97-04. The SIC code and the small business size standard for this procurement are 3825 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above may be mailed or faxed to the identified point of contact by the date/time specified and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Standard_Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. In addition, the quoter should provide three references including names and telephone numbers of previous customers who have purchased similiar equipment. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Selection and award will be in accordance with FAR 52.212-2 with the following evaluation factors: 1)repetition rate-instruments with higher rates will be more favorably evaluated 2)energy level at 1064nm and 532nm-higher frequencies with higher energy levels being more favorably evaluated 3)quality of beam-determined by ability of the proposed instrument to exceed the spec requirements 4) warranty offered-offerors that can demonstrate prompt response to warranty service calls will be more favorably evaluated. The goal is to minimize instrument down time. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. For selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
