automate an entry/exit gate, to perform per the requirements listed
below. Information gathered will help determine possible candidates for
Commercial Off the Shelf/NON Developmental Item (COTS/NDI)
applications. Please send all responses by the close of business July
14, 1998. Requirements are as follows: NAVSURFWARCENDIV, Crane is
looking at the possibility of automating an entry/exit vehicular gate.
Existing personnel I. D. badges will be used for entry, these badges
contain both a bar code and magnetic stripe. The magnetic strip is a
hi-coercive (4000 Oersteds), track 2 recordable and is Security
Equipment Integration Working Group (SEWWG) 012 DoD format
compliance's. The badges will validate the employees access to the base
and also raise the cross-arm to allow vehicle to enter. This gate must
be equipped with a color closed circuit television (CCTV) camera with
motion detection, pan/tilt/zoom and voice capabilities. The CCTV
system will be connectedinto a central security communications facility
approximately eight miles from the gate. A separate color monitor will
be required. The system must include at least a four hour uninterruped
power source and the operator in the central security communications
facility must be capable of manually raising/lowering the cross-arm.
The system must be capable of accepting approximately 5,000 entries,
which will be input at the Pass and I.D. office, which is also
approximately eight miles from the gate. Site visits are not allowable
at this time. The necessity for a site-visit will be determined after
all information is gathered and reviewed. Technical questions should
