Brown, Contract Specialist, (202) 324-5286 This is a combined synopsis/solicitation for commerical items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #CU9819, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular #97-4. This solicitation is under the Simplified Acquisition Procedures (SAP) and is a Small Business-Small Purchase Set-Aside. The Standard Industrial Classification Code is 3827 and the business size standard is 500 employees. This will be a Firm-Fixed price contract. The Government intends to solicit and negotiate on a sole source basis with Foster and Freeman, Limited., 25 Swan Lane, Evesham Worchester, WR114 PE, United Kingdom. The equipment requested will replace existing equipment used by examiners to perform document analysis of different inks, obliterations, insertions, etc. This purchase is being done on a sole source basis because through market research on the Internet no other source for a video spectral comparator could be found.
