commercial items, prepared in accordance with the format in FAR 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation, and a separate
written solicitation will not be issued. This solicitation, No.
RFQ80152-NS will include all applicable provisions and clauses in
effect through FAR FAC 97-04. The acquisition is being made in
accordance with the test program for using simplified procedures for
certain commercial items authorized in FAR 13.6. The Standard
Industrial Code is 3827 and the business size is 500 employees.
However, the solicitation is not set-aside for small businesses.
General Requirements: The National Cancer Institute is soliciting
quotations for two (2) Nitric Oxide Analyzers, each to include Nitric
Oxide Data Analysis Software; a pentium laptop PC computer; gas
sampling interfaces; an accurate breath kit; an odor filter; and an NOA
calibration kit. In addition, one (1) radical purger shall be required
for use with either Nitric Oxide Analyzer. HARDWARE REQUIREMENTS: The
analyzers shall include a detector, vacuum pump, an operating manual,
and one year warranty for each detector. The Nitric Oxide Analyzers
shall have the following outputs: an analog, digital printer; and an
on-board 512 KB RAM Card that is expandable for data storage. In
addition, the analyzers shall possess the following: 1) A response time
of 200 milliseconds to 90% full scale 2) A display -- backlit LCD in
ppm/ppb or mV 3) An oil-filled transformer (for Ozone Generation) 4)
PMT cooled to -10 Celsius for optimal chemiluminescence sensitivity 5)
An oil-filled vacuum pump with a vacuum capability of 0.75 x 10-4
Torr, a flow capacity of 3.5cfm, and an operating sound level not to
exceed 60dB or better. 6) Liquid sampling capability of one (1)
picomole minimum detection limit to 100 nanomoles; a sample size of a
few microliters up to 5ml; and the capability to analyze nitric oxide,
nitrite, and/or nitrate in a variety of biological samples. 7) Gas
sampling of less than 1 ppb minimum detection to 500 ppm NO; a 200
millisecond response time; a 10 to 300 mL minimum flow rate; and the
capability of breath by breath analysis in animals (including humans)
to measure pressure and nitric oxide simultaneously and in real time.
8) Automatic tracking of consumables and routine maintenance. 9) A
purge vessel, inclusive of a glass hot water jacket that completely
surrounds the sample to provide complete and even distribution of heat
to the reaction chamber; a drain stopcock; and a small reaction cell
volume to provide a minimum of 10 mL dead space resulting in optimal
peak detection and minimal data transition time. 10) A pentium laptop
PC computer with a minimum of 16 MB RAM and a 1.0 GB Hard Drive or
greater. SOFTWARE REQUIREMENTS: The Nitric Oxide Data Analysis Software
shall possess the following characteristics: 1) Real-time graphical
display of NO signals 2) Adjustable graphical view zooming and panning
to enable the graft to shift vertically or horizontally within the
graph window (x and y axis auto-scale) 3) Flexible peak integration to
enable the user to adjust peak start and stop settings and to allow
the user to adjust the threshold and peak-width settings 4) Automatic
preparation of calibration curves, including the creation of new
calibrations, the adding of data to an existing calibration, and the
ability to print calibration curves 5) Automatic calculation of sample
concentrations to identify liquid samples by name as injection takes
place and to input injection volumes to provide greater flexibility 6)
Automatic calculation of sample concentrations within the collection
process to add results to existing results files or to create a
comprehensive results file (previous and updates) and to print the file
7) Automatic calculation of sample concentrations to enable the mean,
standard deviation and %RSD of gases for each subject to be determined
and the results sent directly to the printer or saved on disk8)
Flexible technique to establish the user's definable breath pressure
and the exhaled breath flow rate 9) Flexible data collection of up to
10 NO plateaus per subject, computer calculated or user- adjustable
setting of NO plateau, and the ability to print the NO plateau 10)
Storage of raw data files, ability of results tables and callibration
curves to be stored in tab delimited text files to allow direct input
into spreadsheet or statistic programs. Offerors must provide a
descriptive literature, warranties, and/or other materials that
demonstrate that their offer meets the foregoing requirements. The
purchase order will be issued to the responsible offeror with the
lowest-price that fully meets the requirements of the solicitation.
Furthermore, delivery shall be FOB Destination or FOB Origin with
transportation insurance provided by the vendor, and inside delivery
shall be provided to 10/B3B69 within 30 days after receipt of the
order. The Government shall reimburse those vendors with standard
commercial terms of FOB Origin for all transportation insurance. This
solicitation incorporates the provisions at FAR 52.212-1, INSTRUCTIONS
TO OFFERORS-COMMERCIAL ITEMS, and at FAR 52.212-3, OFFEROR
REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS. The latter
provision includes the DUNS Number Addendum. The resulting contract
will incorporate the requirements of the Clause at 52.212-4, CONTRACT
TERMS AND CONDITIONS-COMMERCIAL ITEMS, and the requirements contained
in paragraphs (a) and (d) of the clause at FAR 52.212-5, CONTRACT TERMS
AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS-
COMMERCIAL ITEMS -- DEVIATION FOR SIMPLIFIED ACQUISITIONS. The Contract
will also incorporate the following FAR clauses cited in paragraphs (b)
and (c) of the latter clause: FAR 52.222-26, EQUAL OPPORTUNITY; FAR
52.222-35, AFFIRMATIVE ACTION FOR SPECIAL DISABLED AND VIETNAM ERA
VETERANS; FAR 52.222-36, AFFIRMATIVE ACTION FOR HANDICAPPED WORKERS;
FAR 52.222-37, EMPLOYMENT REPORTS ON SPECIAL DISABLED VETERANS AND
VETERANS OF VIETNAM ERA; and FAR 52.225-3, BUY AMERICAN ACT --
SUPPLIES. Offerors must submit a complete copy of Representations and
Certifications, including the provision for the DUNS Number (FAR Clause
52.204-6), with their offer. Offers are due 15 days after the
publication date of this notice by 3:30 p.m. EST. Facsimile submissions
are permissible with follow-up of an original copy. Offers must be in
writing and should be submitted as follows: 1) a completed SF 18 or SF
1449, signed by an individual authorized to bind the organization; 2)
a Schedule of the offered materials containing pricing and a delivery
