Administration, South Central Laboratory, Dallas, TX, intends to award
a sole source contract to Southwestern Engineering, 6510 Abrams, Suite
560, Dallas, TX 75231, for an Alternate Light Source, equivalent to the
ROFIN AUSTRALIA Polilight PL500 high intensity forensic light source,
Pty, Ltd. PLV-1 Poliview. The system must contain a portable 500 watt
xenon bulb illuminated basic light source. The unit will be independent
from the remainder of the instrumentation but operating adjacent and by
insertion of the output light guide into an opening that permits entry
into the specimen stage area so it can be removed to another location
whenever required. The rest of the system consists of a special infra
red sensitive Peltier (thermoelectrically) cooled camera with a 14 to
1 zoom lens, and externally tuned barrier filters assembly, light
controlled forensic sample viewing stage, integration system, Pentium
based computer operating on Windows 95 operating system, minimum speed
133MHz, minimum 1.2GB IDE hard drive, PCI Bus SVGA Card 2MB display
memory, 2 parallel ports, 2 serial ports, 3-1/2" floppy drive-1.44MB,
SVGA monitor -- 17" digital control, Honeywell keyboard -- 104 keys,
mouse, DOS (latest standard), 16 Bit Sound Card and Speakers, CD-ROM
Drive (8 speed minimum), and offering numerous image enhance contrast
stretch, edge enhancement, pseudo color, fast Fourier transform,
multiple CD/Rom training discs, 17" high resolution monitor, and laser
printer, jet black print resolution minimum 600 x 600 DPI. The
forensic light must be continuously tunable, gap free (wavelength-wise)
light excitation source, compact field use compatible, and have 14
output bands covering the entire 310-830nm range, 10 bands in the U.V.
-- visible (including 415, 450, 505, 530, 555, 590, 620, and 650 nm),
intense white light, and 4 infra red bands (>610, >715, >780,
>830nm). The range 320-650nm is tunable throughout in order to be
able to choose specific wavelengths. The total white light output must
be not less than 20 watts at the end of the armored, gel filled light
guide. The camera must be a high resolution CCD camera, 2/3" format,
768 x 493 EIA resolution with Peltier cooling of the CCD chip to 5
degrees C. The contractor shall provide both installation and training
for the item. No solicitation document exists. Written responses,
including costs and a detailed description of the capability to meet
this requirement, including ROFIN Australia Polilight PL500
equalivalency, must be received by the Contracting Officer within 15
calendar days after publication of this notice. Vendors able to meet
this requirement are invited to identify their interest and
capabilities by submitting a proposal to include technical data,
pricing, and any other information which will show a bona fide ability
to meet this requirement. If no affirmative responses are received a
contract will be placed with Southwestern Engineering, on a sole source
