EPA's National Vehicle and Fuel Emissions Laboratory (NVFEL), 2565
Plymouth Road, Ann Arbor, Michigan is seeking sources to provide a
hydro-mechanical device for bending plate steels. This device will be
used in the fabrication of parts for systems used for motor vehicle
emissions testing in accordance with CFR Part 40 Subpart 86. This
procurement is focused on obtaining a single 100 ton ram force hydro-
mechanical press brake, capable of bending flat steel plates. The press
must include a remoted integrated safety and control panel, and have
the capacity to bend 6'of 1/4" mild steel. Tooling for the press must
be included, and at a minimum shall include capability for four
different outside radius bends. This may be accomplished by the use of
a 4-way "V" die with an appropriate combination of punches, or a set
of four two component subsystems. All mounting hardware (i.e. rails)
for these dies and rams must be included. The dies must have vee-die
openings that include 1.0", 1.5", 2.0", and 3.0". The punches for these
dies must have internal radii that span the range of 3/32" to 3/16"
(minimum two, one of each). The press must have integral capability for
variable speed ram movement, which in the down or power mode, must at
a minimum span the range of 24 inches per minute to 110 inches per
minute, with a minimum stroke length of 8". The return speed for the
ram of the press must have capability for a speed of at least 8". The
return speed for the ram of the press must have capability for a speed
of at least 250 inches per minute. Minimum power for this device shall
be 10 Horsepower. This device is expected to be mounted to a standard
cast bedplate, and must have provision for semi-permanent mounting. A
warranty for both parts and labor, guaranteeing the function of the
device for a minimum of two years, must be included. The entire system
must be delivered to NVFEL in Ann Arbor, MI. The cost for this
delivery must also be included in the bid price. This is a small
business set-aside. The SIC Code is 3542. All interested parties may
