The United States Army Construction Engineering Research Laboratories
(USACERL) is interested in receiving proposals for research on behalf
of the Department of Defense (DoD) Strategic Environmental Research and
Development Program (SERDP) Office focusing on the area of
Conservation. This notice constitutes a Broad Agency Announcement (BAA)
as contemplated in the Federal Acquisition Regulation (FAR) 6.102(d)(2)
for private industry and universities. Federal Laboratories are
prohibited from submitting proposals against this BAA. However, a SERDP
Program Announcement to the Federal Laboratories will run concurrently.
Proposers should state in their proposal that it is submitted in
response to this BAA. Readers should note that this is an announcement
to declare DoD/SERDP's intent to competitively fund research and
development for innovative and new environmental technologies that meet
the focus area set forth in the SERDP BAA. The BAA can be found on the
USACERL Home Page accessible through the World Wide Web at
http://owww.cecer.army.mil/contracts/ on or around 30 June 1998. No
other RFP, solicitation or other announcement will be made. Readers
must download all applicable information necessary to submit a proposal
from the web page. Awards may take the form of contracts, grants or
cooperative agreements. Submission of proposals against this BAA is
restricted to private sector and universities, but not restricted to
small businesses. Before preparing a proposal, potential proposers
should read the information provided in the SERDP BAA for details
regarding proposal format, proposal submission, the evaluation of
proposals, as well as the individual Statement of Need (SON) set forth
in the BAA. To be eligible for consideration, readers wishing to
respond to this announcement must submit a proposal, including a signed
original copy, six additional copies, and one copy on a 3-1/2" diskette
(DOS formatted WORD or WordPerfect), referencing this BAA, to Joyce
Roberts, USACERL/CT-C, P.O. Box 9005, Champaign, IL 61826-9005 (for
fedex: 2902 Newmark, Champaign, IL 61822-1076). Proposals sent via fax
or electronic mail will be rejected. Proposals must be received at the
address listed above, no later than 2:30 PM CST on 31 August 1998.
Multiple awards may be made from proposals pursuant to this SON. It is
expected that awards will result from proposals received for
approximately $600,000. Proposals will be evaluated against the
following factors, listed in descending order of importance: (1) SERDP
relevance (PASS/FAIL) -- potential relevance to SERDP environmental
requirements, both DoD and Department of Energy (DOE); (2) overall
scientific, technical and socio-economic merits of the proposal; (3)
the qualifications, capabilities, and experience of the proposed
Principal Investigator, team leader or key personnel who are critical
in achieving the proposed objectives; (4) potential to execute the
proposed work as demonstrated by a comprehensive management plan
leading to the completion of the project; (5) potential for transition
of the proposed research; (6) availability of other funding sponsors
for the effort; and (7) reasonableness of the proposed cost and
availability of funds. For awards made as contracts, the socio-economic
merits of each proposal will be evaluated based on the commitment to
provide meaningful subcontracting opportunities to small business,
small disadvantages business, woman-owned small business concerns,
historically black colleges and universities, and minority
institutions. The standard industrial classification code is 8731 with
the small business size standard of 500 employees. In addition,
contract proposals that exceed $500,000 submitted by all but small
business concerns must be accompanied by a Small, Small Disadvantaged
and Woman-Owned Small Business Subcontracting Plan in accordance with
