Fleet and Industrial Supply Center Norfolk Detachment Philadelphia
intends to negotiate on an other than full and open competitive basis
pursuant to FAR 6.302-1, "Only One Responsible Source", with Computer
Cirriculum Corporation (CCC) of Sunnyvale, CA. The requirement will
also be processed pursuant to FAR Part 12, Acquisition of Commercial
Items. The requirement is for the acquisition of software
licensing/maintenance support for seven (7) intergrated learning system
laboratories with intergrated computer assisted instruction software
consisting of 175 workstations, 7 servers, and 7 printers including
SuccessMaker courseware in support of the Antilles Consolidation School
System, Fort Buchanan, Puerto Rico. Each laboratory is required to
support 25 workstations. The proposed period of performance consists of
a twelve month base period commencing 01 September 1998 and continuing
through 31 August 1999 plus four, twelve month options. CCC is the
only firm who can provide the required computer laboratories with the
computer cirriculum materials for a Kindergarten through 12th Grade
learning environment including Math, Science, English, and secondary
level career education modules with bilingual and Spanish components.
A firm fixed price-type contract is contemplated. The applicable
standard industrial code is 3571. Interested parties may identify their
interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within fifteen (15) days
after date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete the
proposed contract action based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. If a competitive solicitation is
issued, no additional synopsis will be published. Any such solicitation
will be issued to the intended vendor and all firms that respond to
this synopsis of intent or otherwise request a copy of the
solicitation. Any responses to this synopsis should be sent to the
attention of J. F. Gardner, Code 02P21B, and reference solicitation
