Standards and Technology (NIST) has a requirement for on-site vacuum
degasification of silicon fluid filled spot network transformers for a
maximum of eighty-one (81) transformers on the NIST, Gaithersburg
campus and intends to negotiate with SUNOHIO, Inc, 1515 Bank Place
S.W., Canton, OH 44706 on a noncompetitive basis pursuant to Federal
Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source.
SUNOHIO is the only know source with the available technology to
perform the required degasification process. SUNOHIO=s trade marked
patented System 50 will be utilized to provide the required services.
The contractor shall provide all labor, material (with the exception of
silicone transformer dielectric refilling fluid which will be provided
by the Government), equipment, and hazardous disposal for the required
tasks. Tasks place under the contract shall include, but are not
limited to the following: i) transformer fluid analysis and
documentation; ii) the reduction of transformer perchlorethelene
content levels to < 10,000 PPM, the reduction of transformer PCB
content to < 10 PPM on the date of service and < 25 PPM at the 90
day reclassification test, the reduction of transformer water level to
< 30 PPM; iii) the removal of gelatin and debris from the
transformers; iv) the replacement of gasket materials including the
repair of damaged interior and exterior and transformer repairs; v)
electric testing; vi) reinstallation of a nitrogen blanket of 0.5 PSIG;
vii) refilling with silicon transformer dielectric fluid; and viii)
reclassification. The subject transformers are generally in spot
network groups of three; 13.2kv/480 volt or 13.2kv/208 volt by various
manufacturers. The transformers are located indoors or adjacent to
various buildings in penthouse vaults, basement vaults, first floor
vaults, outdoor yards or in an underground vault. The contractor shall
guarantee the repaired equipment to be leak-free in the areas repaired
or regasketed for a minimum period of one (1) year from the date of the
repair. The Government anticipates the award of an Indefinite Delivery
Indefinite Quantity -- Time and Material contract with a minimum price
of $50,000 and a maximum price of $250,000. Delivery time shall be
specified with each task order placed under the contract. The contract
will have a 24 month ordering period. This notice is not a request for
competitive quotations. Interested concerns may identify their interest
and capability by submitting a written capability statement. The
capability statement must provide adequate information describing how
the they will satisfy the above requirements. See numbered Notes 22 and
