award a 4-month FFP extension to the current Life Cycle Logistics
Management (LCLM) contract for Synthetic Flight Training Systems (SFTS)
and other non-flight training devices to Hughes Technical Services
Company (HTSC), P.O. Box 9399, M/S 751, Long Beach, CA 90810-0391. The
period of performance of the extension will be 1 Sep -- 31 Dec 98. The
extension will provide a bridge between the current contract
(N61339-93-D-0004) and a competitively awarded follow-on contract
(N61339-97-R-0039) for SFTS and other training devices. The current
contract is for LCLM services at 24 training sites world-wide in
support of AH-1/UH-1/CH-47/OH-58/UH-60/AH-64 helicopter flight,
maintenance and operations training devices, and U.S. Army
Transportation School devices. The incumbent contractor provides
complete LCLM services to include labor, maintenance, materials and
supply support, engineering services, and facilities support services
for the training devices and the trainingsites. The 4-month extension
of the current contract will be awarded per the authority at 10 U.S.C.
2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements." HTSC has
provided the LCLM services under the current contract since 1 May 93.
Award of the 4-month period of extension to any other source would
result in substantial duplication of cost to the Government that could
not be recovered through competition for the short period of
performance cited. Additionally, HTSC personnel possess the requisite
security clearances necessary for access at several of the training
sites. Award to any other source would result in unacceptable delays in
fulfilling the Government's requirements. See Note 22. Posted 06/24/98
