(301)757-5916 The NAVAL AIR SYSTEMS COMMAND (NAVAIR) intends to award
a contract and a basic ordering agreement (BOA), on a sole source
basis, to TRW Data Technologies Division, Integration Accounting
Segment, Carson, California. The contract will be for prime vendor
support to the Hunter UAV Program. It will be a three year contract
consisting of a base year with two one-year options. The BOA will also
be in support of the Hunter UAV Program and will have a three-year
period in which orders may be placed in support of the program. TRW,
Inc., along with its major subcontractor, Israel Aircraft Industries,
is the designer, developer, integrator and sole manufacturer of the
Hunter UAV System. No current technical data package suitable for full
and open competition of the technical support requirements exist.
Under the proposed contract, TRW will provide logistics support
(including technical manual updates and depot level supply and
maintenance), flight operations support, engineering support (including
configuration management, product assurance, and sustaining
engineering), and program management. Additional options which may be
executed are: a study for the enhancement of the Downsized Ground Data
Terminal, providing a Mobile Training Team, training for an
Institutional Mission Simulator and Instructor Operating System,
evaluation of the Tactical Common Data Link, white papers on the
initial design for the Laser Designator and the Common Integrated
Avionics Group, evaluation of producibility for the Communication Relay
package, and revision of ECPs for the Lens Doubler and the Automated
Maintenance and Pre-flight Contact Test Set. Under the BOA, delivery
orders may be awarded for: fielding of Hunter system(s) from storage;
Communications Relay Payload hardware; Common Integrated Avionics Group
hardware; Lens Doubler hardware; engineering and testing for (1) low
level prototyping/brassboarding investigations and (2) various
demonstration projects such as growth payloads; support for foreign
military sales; flight line support; additional training simulators;
spares and repair parts; Enhanced Mission Planner hardware; Automated
Maintenance and Pre-Flight Contact Test Set hardware; and Downsized
Ground Data Terminal hardware. Notes 22 and 26 apply. Posted 06/24/98
