The US Army Communications Electronics Command (CECOM) proposes to acquire by competitive negotiation technical non-personal services to support life cycle software engineering for the Software Engineering Center (SEC), Fire Support Software Engineering (FSSE), Fort Sill, Oklahoma in support of Mission Critical Defense Systems (MCDS) and associated systems/programs. The resultant contractor's facilities shall be cleared for SECRET and shall be located within a 30-minute automobile drive of Fort Sill,OK. The solicitation and resultant contract will contain a Conflict of Interest clause. This acquisition is being conducted on an unrestricted full and open competition basis. The resultant contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ), time and materials type contract with an Award Fee provision for one year with four one-year options. Oral presentations will be utilized. All responsible sources may submit a proposal which shall be considered by the CECOM Acquisition Center.
