SOURCES SOUGHT -- The Bureau of Reclamation is seeking potential
sources for the procurement of legal services of a Senior legal
counselor necessary for updating of the Federal Reclamation and Related
Laws Annotated from October 12, 1982, through 1998, (through the 105th
congress) . The existing Federal Reclamation and Related Laws
Annotated is a comprehensive compilation of all pre-1983 statutes,
opinions, and court decisions relevant to the Bureau of Reclamation,
the Western Area Power Administration, and the Bonneville Power
Administration. It is a basic reference source for staff and management
officials of those agencies, the Department of the Interior's Office of
the Solicitor, the Office of the General Counsels of the two power
marketing agencies (PMA's) of the Department of Energy, many
Congressman, Senators and certain committee staff, water contracting
entities, and other interested parties. The proposed work consists of
collaborating with the designated editor in identifying all relevant
statutes (1983-1998), opinions, court decisions, and agency decisions
related to all "Reclamation laws", compacts, and treaties, provide the
annotations to such statutes, compacts, and treaties, provide the
necessary legal counsel to the designated editor in the formulation of
Volume V and the Supplement II/Appendix for Federal Reclamation and
Related Laws Annotated; provide legal reviews of the respective
manuscripts and page proofs; and collaborate with the editor in
revising the How to prepare the next Update of the "Blue Books." The
Bureau of Reclamation anticipates issuing a contract. The period of
performance of the contract will be approximately three years.
Potential sources must demonstrate legal experience in a senior legal
position responsible for interpreting Reclamation law, compacts,
treaties, agency decisions, legal opinions, court decisions, and
annotations to such documents; have the comprehensive knowledge of and
the experience with the existing volumes of Federal Reclamation and
Related Laws Annotated necessary to select and to identify relevant
Reclamation related statutes, treaties, compacts, opinions, and
decisions; demonstrate an ability to identify and formulate appropriate
annotations; and experience and capability to counsel the selected
editor on relevant legal matters associated with the editorial work.
Interested sources that possess the above experience, knowledge, and
capabilities are encouraged to submit to the Bureau of Reclamation, in
writing, either by mail, fax, or transmittal to the e-mail address
listed below no later than 20 days after date of publication of this
notice. Responses must be in sufficient detail to demonstrate the
respondent's ability to meet the requirements listed above, and should
include the firm's name, address, phone and fax numbers, and the
firm's DUNS and TIN. This is a Potential Sources Sought Notice only,
and not a Request for quotation or an announcement of a solicitation.
The Government will not pay for any materialsfurnished in response to
this synopsis. Submittals furnished will not be returned to the sender.
