The General Services Administration plans to issue a Request for Proposals (RFP) for the Public Sale of Surplus Government Personal Property (i.e. office, laboratory, medical, ADP and communication equipment). The contractor shall provide all management, personnel and equipment necessary to accomplish the sale of surplus property from multiple federal agencies. It is anticipated the contractor shall provide (but is not limited to) collection bins and pickup, storage (warehousing), appraisals, marketing services and sale (auction, sealed bid, etc.) of surplus property that is remaining after passing through the utilization and donation cycles. The successful contractor will use his judgement as to the most cost-effective method of sale, with the goal of maximizing the return to the government. The contractor will enter into a revenue-sharing contract with the government. This will be a no-cost contract for the government. The majority of the work will be performed in the Washington, D.C. area, with possible expansion to the remainder of the GSA Mid-Atlantic Region. It is requested that potential offerors submit suggestions, ideas or comments as to the structure of such a contract, as well as brief descriptions of actual experiences as part of their letter of interest.
