NAVAIRSYSCOM intends to issue a firm fixed-price contract to Raytheon E-Systems, Greenville Division, for the procurement of approximately forty-eight Sustained Readiness Program (SRP) Core Kits, miscellaneous Conditional Kits, and associated installation. Current plans are for a base year acquisition of production kits in FY99 that would be installed beginning in fiscal year 2001, with options for three additional years. It is anticipated that a full and open competition will be conducted in FY01 for the procurement of the combined SRP/SLEP kits and installation starting in FY02. The SRP pre-emptively replaces airframe components and systems which have been identified as having the potential for significant impact on future aircraft availability due to excessive time/cost to repair and/or unsupportability. SRP will replace, upgrade or recondition damaged/corroded aircraft components to improve and restore aircraft material condition. SRP requires an unprecedented level of effort in the disassembly of the P-3C aircraft and major airframe components (fuselage, wing, empennage). The Naval Air Systems Command intends to negotiate with Raytheon E-Systems, Greenville, Texas, on a sole source basis for follow-on effort of the SRP program. Raytheon E-Systems is the prime contractor for the SRP program and the only source with the requisite knowledge and experience to perform this effort in the desired timeframe and without a production break.
