The Government currently does not have in its possession supporting data sufficient, accurate or legible enough to support full and open competition. Data is controlled by the source identified above. Authority and Justification is 10 U.S. 2304 ( c ) ( 1 ). This proposed contractual action is for overhaul/repair which cannot be procured through full and open competition, because the authority cited states only one responsible source or only a limited number of responsible sources and no other supplies or services will satisfy the Agency requirement, FAR 6.302-1.
