(301)227-3602 The Carderock Division, Naval Surface Warfare anticipates
issuance of a one year contract with four option years for the delivery
of bottled drinking water. Delivery shall be scheduled at least once a
week. The Bottled Drinking Water shall be tested and certified as to
conforming to the requirements of 40CFR 141 and 142, National Primary
Drinking Water Regulations and Implementation, and delivered in 5
gallon bottles, compatible with the existing bottled water dispensers.
The Contractor may be required to increase the number of bottles
during the summer months as well as other times during the life of the
contract but in no event shall the increase exceed 25% of the total
amount of the contract. Price shall be based on the cost per bottle
delivered. The Contractor shall deliver water bottles to approximately
128 buildings/rooms/floors per the Delivery Schedule which is part of
the solicitation package. Schedules are subject to change due to
demands station wide. No central stock piling will be allowed on site.
The contractor shall be required to have a warehouse within a 50-mile
radius of the Carderock site. NSWC Carderock Headquarters has been
identified as having potentially high levels of lead contamination in
the potable water supply lines. Therefore, deliveries are mandatory to
be made as scheduled with failure to perform to this requirement
leading to immediate termination of this Contract. Also under this
Contract the Government may purchase Bottled Water Dispensers. The
dispensers may be one of two kinds, either a single spigot, cold water
only type, or a duel spigot hot and cold water type. It is anticipated
that no more than 10 dispensers will be purchased within a 12 month
period. The Water Dispensers shall be a refrigerated bottled water
dispenser meeting the Air Conditioning and Refrigeration Institute
Standard 1010, and be UL listed. Each dispenser shall be fully
drainable, and have a stainless steel 3 quart cooling reservoir with a
cold water capacity of 1 gallon per hour. Hot and Cold watermodels
shall be capable of supplying up to 40 six ounce cups of hot water per
hour. Each unit shall have a sealed static-cooled condenser, 1/15 hp
compressor motor which runs on 115V, 60 Hz, 1 ph., and be equipped with
a 6 foot, 3 wire cord and plug. Refrigerant shall be 134A, and be CFC
free. Once delivered and placed, a new dispenser location will be added
to the delivery schedule, and an estimated quantity of bottles will be
established, unless the new dispenser is to replace an existing
dispenser that has become defective. The Government anticipates
issuance of an Indefinite Delivery Indefinite Quantity type contract
for one year with four option years. The Request for Proposal (RFP)
shall be issued on or about 10 July 1998 and closing approximately 30
days thereafter. A Site Visit will be conducted prior to the RFP
closing date. The date and time will be specified in the RFP. Written
