66 -- FIRING CIRCUIT/STRAY VOLTAGE TEST SET SOL N68335-98-RFI-807 DUE 072198 POC Barbara J. Petrzilka, Contracting Officer, (732) 323-2067, FAX (732) 323-4822 THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Aircraft Division, Lakehurst, is requesting information from industry regarding the availability of equipment to support the Navy's requirements. The Firing Circuit/Stray Voltage Test Set shall be a replacement for the existing AWM-54. Companies that have existing Commercial Off-The-Shelf equipment, or can modify existing equipment to meet the Government's requirements, or have the capability to design such an item, are invited to respond with a recommended solution. Due to space limitations, this synopsis does not contain all characteristic requirements. You are requested to contact the Naval Air Warfare Center Aircraft Division to indicate your interest, and you will be forwarded a more detailed description. Technical requirements: perform a stray voltage test to ensure aircraft firing circuit has no ambient voltages which could detonate electro-explosive devices; monitor firing circuit to ensure DC voltages remain less than 50 millivolts and AC voltages remain less than 56 millivolts rms; verify firing circuit is operational when voltage measurement taken across firing circuit terminals (greater than 24VDC or 19 VAC and capable of supplying 2.4 amps for a min of 12 milliseconds; test aircraft semiconductor drive (0 to 100 amps). Multi-meter pulse width capabilities must be incorporated into the test set. System should be menu-driven, utilizing keyboard or trackball preferable. Self-contained test set powered by internal COTS battery capable of powering the test set for 8 hours of continuous use. Comment is requested regarding supply of a COTS battery charger (or compatibility with a GSA Schedule battery charger), or availability of a unit with an integrated battery charger. Adapters utilized with the AWM-54 are anticipated to be utilized with the new test set. Existing adapters are passive in nature, acting as interface between the aircraft and the test set. Weight should be minimized to allow for hand-held operation, or for the unit to be strapped to the technician's forearm. Environmental Requirements: Mean Time Between Failure, Min 1500 hours; Mean Time to Repair or Calibrate: 1 hour; test set must be capable of withstanding extreme temperatures, high humidity, high altitude, water, salt, shock and vibration, and ElectroMagnetic Interference (EMI) IAW MIL-STD-461D type A1C. Logistics: The Government anticipates that this item will either be supported at the Intermediate level of maintenance, or will be a throwaway type item. The Government also wishes to investigate the possibility and the readiness of industry to support the unit throughout its service life under a philosophy of Total Logistics Support, or a Direct Vendor Delivery (DVD) type program. Service life of the unit is anticipated to be approximately 30 years. Industry comment is requested on the following: end item logistics support, technical documentation (operator, maintenance and training manuals); scheduled and unscheduled maintenance, repairability and list of repair parts (if applicable); unit reliability; feasibility of utilizing a contractor total logistics support approach or DVD if unit is repairable; and any other recommendations on support philosophy. No PSE should be required for the item. The current anticipated requirement is approximately 900 units; however it is subject to change. The respondents will be requested to provide a ROM unit cost for production units, if possible on a stepladder scale. It is requested that letters of interest be submitted NO LATER THAN 1 JULY 1998, and that requested information be submitted no later than 21 July 1998. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
