Contractor shall provide Signal Processing Worksystem (SPW) software for design and simulation of wireless communications and radar systems. The software consists of Signal Processing Worksystem (SPW), Floating-Communications Library, Radar & RF Library, SPW Interface to Matlab, and Interactive Simulations Library. Award is to be made on a sole source basis to Signal Processing Services, Inc., Laurel, MD. This software provides for extensive modeling, algorithm development, and mixing of analog and digital signal analysis. The software also provides for detailed wireless channel simulations using sophisticated statistical channel models and provides libraries for modeling specific communications standards, allowing for verification of systems and subsystems with potential for commercial off the shelf application. We have performed a market survey and found that this software is the only type available that can support both research and advanced development of algorithms and systems simultaneously.
