services to guide and assist the Panama Canal Commission in developing
an in-house program to analyze, develop, implement and monitor
alternate methods of assessing Panama Canal customers for transits and
transit-related services. The contractor shall (1) develop
transit-pricing (tolls) policy objectives for the post-1999 Panama
Canal; (2) propose and develop an alternate system of pricing for
Panama Canal transits and transit-related services; and (3) develop the
skills and knowledge required for Panama Canal Commission personnel to
continue the process of analyzing Panama Canal and customer
requirements, establishing transit pricing systems and rates, and
monitoring customer feedback. The first deliverable is due 01 Oct 98
and the last 30 Oct 99. All responsible sources may submit a proposal,
