The contractor shall (1) develop transit-pricing (tolls) policy objectives for the post-1999 Panama Canal; (2) propose and develop an alternate system of pricing for Panama Canal transits and transit-related services; and (3) develop the skills and knowledge required for Panama Canal Commission personnel to continue the process of analyzing Panama Canal and customer requirements, establishing transit pricing systems and rates, and monitoring customer feedback.
