The Bureau of Reclamation has a requirement for expert technical support for the Reclamation Enterprise Maintenance Management System (REMMS). REMMS is a family of systems used for the purposes of managing operations, maintenance, property, and fleet management activities through-out Reclamation's water storage, water conveyance, hydropower generation, and office facilities. These are very large and complex facilities, which include Federally owned fixed and movable assets. The REMMS system is comprised of Commercial-Off-The-Shelf (COTS) software, much of which has been highly customized to Bureau of Reclamation specifications. The primary client/desktop COTS is Maximo, a client server based software package operating in a mixed desktop environment of Windows 3.1.1, Windows 95, and Windows NT and a Novell Netware 4.1.1 Local Area Network (LAN) environment. The backend database is Oracle 7.3.2.3 and above. Middleware includes SQL*Net 2.1, 2.3 and above. Interface code employs PL/SQL, and PERL. REMMS resides on 21 Hewlett Packard mini-computers at Reclamation regional and area offices across the western United States. The technical support services shall include the following: (a) Functional and technical support for all versions of Maximo, 2.1.1 and above, as it resides on the LAN and database software environments listed above; (b) Customized software enhancements to the Maximo and the Maximo database software; (c) Repair of errors within the customized enhancements to Maximo; and, (d) Assistance in all aspects of Maximo user support. The Contractor shall provide all labor, supervision, documentation, materials, equipment, and software necessary to perform the required duties. The Contractor shall provide expert knowledge and capabilities in assisting Reclamation in planning the version upgrades of the Maximo, Oracle 7.3.3 and Oracle 8.X software, all related REMMS systems, and interfaces. Offerors shall possess the following capabilities: (a) Comprehensive knowledge of Maximo, versions 2.x, 3.x, and 4.x, and Oracle versions 7.3.3 and 8.x; and, (b) demonstrated ability to perform software modifications to Maximo, and it's Oracle database, and support in Unix, NT, and Novell operating environments, and in Windows 3.1, Windows95, and NT desktop environments. The contract basic period of performance will be for one year from the date of contract award with four one-year option periods for a total contract performance of five years. Reclamation proposes to utilize the commercial item procedures found in Federal Acquisition Regulations 12.102(a) for this requirement. Additionally, Reclamation proposes to make this requirement a labor hour indefinite-delivery indefinite quantity type contract utilizing delivery orders. Work assignments may be conducted both on and off site depending on the nature of the individual task. Offers will be evaluated utilizing the best value method.
