synopsis/solicitation for commercial items prepared in accordance with
format in the FAR Part 12.6 as supplemented with additional
information included in this notice. IMPORTANT NOTICE: DFARS
252.204-7004 "Required Central Contract Registration" applies to all
solicitations issued on/after 6-1-98. Lack of registration in the CCR
database will make an offeror/quoter ineligible for award of a
contract/purchase order. Please ensure compliance with this regulation

constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number:
N00244-98-Q-0310. This solicitation is being issued as a RFQ (Request
for Quote). This solicitation and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-05 and
Defense Acquisition Circular 91-13.This solicitation isissued on a
restricted basis for small business manufactured products and small
business suppliers/distributors. The Standard Industrialization
Classification Code is 7641 and the business size standard is $5
Million. FISC-San Diego is announcing a requirement for the following
"Furniture refinishing and re-upholstery" service: Item 0001: Refinish
Wooden Desk Chairs, (600) Each; Item 0002: Re-Upholster Desk Chairs,
(600) Each; Item 0003: Fabric for Desk Chairs, (900) Yards; Item 0004:
Reupholster Sofa Chairs, (12) Each (7 yards of material); Item 0005:
Foam for Sofa Chairs (12) Each; Item 0006: Re-upholster Loveseat (6)
Each, (13 Yards of material); Item 0007: Foam for Loveseat(6) Each;
Item 0008: Re-upholster Sofa Chair (7 Yards of material); Item 0009:
Foam for Sofa Chair (12) Each; Item 0010 Re-upholster Loveseat,(6)
Each,(13 Yards of material); Item 0011: Foam for Loveseat(6) Each; Item
0012: Fabric for Sofas and Loveseats,(324) Yards; The following terms,
conditions and specifications are hereby applied to this solicitation.
All work will be performed "ON-SITE" at the Naval Air Station, North
Island, Bachelors Quarters, San Diego, CA. 92135. Required completion
date is thirty days after receipt of Contract/Purchase order.
Inspection and Acceptance will be performed at Destination by
authorized Government personnel. Refinishing specifications are as
follows: All surfaces shall be cleaned of contact paper, decal stickers
and other foreign matter, including paint. All surfaces shall be
cleaned with WATER based solvent to remove oils, grease, wax, films and
dirt to ensure good adhesion of finishing materials. All surfaces shall
be sanded to smoothness using combination of sandpaper and abrasive
pads to remove loose, flaking or damage coatings. All gouges and deep
scratches shall be filled to match finish. All surfaces shall sealed
with appropriate sealer. All surfaces shall be finished to match color
of furniture, using appropriate products and meeting al UV breakdown
and fade parameters. All surfaces shall becolor blended and toned to
accomplish a uniform effect. All surfaces shall be top coated using
high density water and alcohol resistant lacquers. All materials used
are to be guaranteed non-flammable, non-toxic, non-odorous and
environmentally safe. All drawers shall be opened and cleaned on the
interior removing any loose debris, such as gum papers, cigarette butts
etc. All repair work such as loose and broken joints to be repaired as
needed. Set up preparations will be taken so as not to damage existing
facilities, to include drop cloths and plastic protective sheeting as
well as other methods of preparation. All hardware removed by the
Contractor shall be reinstalled so that all furniture and doors are
returned to original position at completion of the project. All clean
up and removal of debris from the work site shall be the responsibility
of the Contractor. Clean up is to be defined as follows: Removal of
work equipment, boxes, cans, etc and placed in government supplied
dumpsters. Additional replacement of laminate surfaces (tops, sides
etc.) may be done upon request by the government only. The government
will supply all utilities required at the work site for this project.
Re-finishing project is required to meet all applicable city, state and
federal fire safety codes. The government will ensure that the rooms
are made available on a reasonable basis needed to complete this
project. Upholstery specifications are as follows: All Fabric is to be
Grade 1 type fabric, BASF, "Armor" type is preferred; Color: Royal or
Navy Blue; All Foam material is to required to be: California 117
type. Standard procedures: Upholstery pattern development to assure
proper fit. Removal of existing fabric as needed. Removal of staples as
needed. Repair or replacement of existing fill as needed. Application
of fabric with snug, straight, smooth fit. All seams made with #69
nylon thread or equivalent. New Cambric dust cover as needed. Skirts
when used, will be stiffened as needed. Additional fill (Macron or
Cotton) included as standard. Additional work such as replacement of
foam, change of style, frame repair or removal of more than one cover
require prior government approval in the form of an official contract
modification. The government will provide adequate work space,
furniture storage space, parking space and all storage facilities for
the contractor's materials, and tools etc. Operational work times will
be as flexible as allowable to ensure completion of the project. If
required a "walk-thru" of the actual site location can be arranged.
Contact the Contracting Officer for details. Contractor is required to
have all applicable licenses, payment, performance bonds and all
standard insurance requirements including workmen's compensation. The
government is capable of providing sleeping accommodations for all
contractor personnel needed for this project.Qualified vendors are
requested to submit the following informationIn order to have your
response be considered complete:(1) Firm Fixed Pricing. Pricing must be
provided for each Item number listed in this solicitation; If labor
costs are determined to be a separate cost, list the labor charges. (2)
Payment terms, Cage code, Duns/Bradstreet#, Taxpayers ID#, (3) Provide
a minimum of two references that can verify your companies ability to
complete a project of this scale; (4) FAR Clause 52.212-3 must be
filled out and returned with your quote. THE FOLLOWING PROVISIONS AND
CLAUSES ARE APPLICABLE AND ARE HEREBY INCORPORATED INTO THE
SOLICITATION BY REFERENCE AND WILL BE PROVIDED BY THE CONTRACTING
