synopsis/solicitation for commercial items prepared in accordance with
FAR Subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation.
Proposals are being requested and a written solicitation will not be
issued. This procurement is under a 100% small business set aside. The
size standard is average annual receipts of $5.0 million as set forth
under SIC Code 7389. The Nuclear Regulatory Commission (NRC) intends
to negotiate a Firm Fixed Price-Requirements, Delivery Order Contract
for microfiche services. The period of performance is five years (base
period of 1 year with 4 one-year renewable option periods). The
contractor shall furnish the necessary facilities, equipment,
materials, qualified labor, including travel and transportation for
pick up and delivery, and otherwise perform all tasks incidental to the
performance of the microfiche services required by the proposed
contract. The Contract Line Item Number (CLIN), Description, Estimated
Quantities, and Units are: BASE PERIOD-YEAR ONE, CLIN 0001 -- MASTERS,
SILVER HALIDE, IN ENVELOPES, 2,250 EACH. Masters shall be filmed in the
standard 24 x 98 image format with a floating image, produced with
positive image titles and negative image text areas. The silver halide
masters shall meet ANSI Standards as it pertain to Methylene Blue Test
to assure archival quality (ANSI PH4.8-1985). CLIN 0002 -- SILVER
HALIDE DUPLICATES FROM MASTER, IN ENVELOPES, 1,250 EACH. CLIN 0003 --
BLACK DIAZO DUPLICATES FROM MASTER, IN ENVELOPES, 4,500 each.
Duplicates shall be produced onto .005 mil. thick polyester based
silver or diazo film as required by the NRC. Each microfiche master and
duplicate shall be cut, collated, and inserted into an acid free
protective envelope. CLIN 0004 -- IMAGES, 125,000 EACH. The majority of
the documents (approximately 90%) to be filmed are standard 8 1/2" X
11" or less. The remaining 10% will range from over 8 1/2" X 11" to 5'X
4'. The contractor shall completely reassemble and staple documents.
CLIN 0005 -- PREPARE HEADER FROM DOCUMENT TITLE 2,250 EACH. The
documents to be microfilmed shall have variable headers. The contractor
shall develop titles and indexes from source documents. The
classification of the document shall be identified in the header of all
masters and duplicate fiche, e.g., proprietary, confidential, secret,
official use only or unclassified. All classified diazo duplicate sets
except 1 set shall have a yellow striped header. The one classified
diazo duplicate shall have a clear header. All classified diazo
duplicates with yellow striped headers shall be placed in white
envelopes. The classified diazo duplicate with the clear header shall
be placed in yellow envelopes. CLIN 0006 -- PREPARE AND INSERT TARGETS,
4,500 EACH. A target is defined as any document or chart containing
identification information, coding or test charts. CLIN 0007 -- PREPARE
AND INSERT FLASHCARDS, 500 EACH. A flashcard is defined as a target,
generally printed with distinctive markings, which is photographed to
facilitate indexing of film. CLIN 0008 -- BLOWBACK FICHE TO PAPER COPY,
50,000.00 EACH. The contractor shall provide blowback of various
formats and types of microfiche to paper copy, e.g., 20X, 24X, 48X,
computer output microfilm (COM), jacket fiche, cartridge film, and
including aperture cards etc. The turnaround time will be specified
with each job request. Urgent Blowbacks from fiche (3 hour turnaround
time). The NRC estimates approximately 5% will be urgent blowbacks.
Normal Blowbacks from fiche, approximately 95% (24 hour turnaround
time). CLIN 0009 -- APERTURE CARDS -- 35MM, 10 EACH. CLIN 0010 -- DIAZO
DUPLICATES KEYPUNCHED, 10 EACH. CLIN 0011 -- DIAZO DUPLICATES
UNKEYPUNCHED, 10 EACH. The contractor shall produce aperture cards and
duplicates from drawings submitted by the NRC. Aperture card masters
are to conform to MIL SPEC Standards MIL-C-9877B and MIL-C-9949. The
turnaround time for aperture cards is 72 hours. Duplicates of aperture
cards are to be of diazo film. Keypunching of masters and/or
duplicates of aperture cards will be specified with each pick up. When
duplicates are not required to be keypunched, all identifiers present
on the master shall be stamped into the duplicates. CLIN 0012 --
ELECTROSTATIC COPIES FROM 35MM APERTURE CARDS -- 10 EACH. Minimum sheet
size 18" X 24". CLIN 0013 -- PICKUP AND DELIVERY -- 10 ROUND TRIPS,
MONTHLY. OPTION ONE-YEAR TWO, CLINS 14-26, OPTION TWO-YEAR THREE, CLINS
27-39, OPTION THREE-YEAR FOUR, CLINS 40-52, and OPTION FOUR-YEAR FIVE,
CLINS 53-65, are for the same services and quantities specified in
CLINS 1-13 above. SPECIFICATIONS: 1) Format -- All furnished fiche
shall meet all the standards of ANSI/AIIM MS5-1991. No variation is
permitted. Consistent placement of the page image within the frame and
accurate form registration is essential to the use of these microfiche
as input to a high-speed fiche to paper copy. 2) Image Resolution --
The quality of all microfiche produced shall be such that the
resolution requirement listed below for each type is resolved when read
in accordance with the procedures of National Institute of Standards
and Technology (NIST) -- Microcopy Resolution Test Chart 1010A. Silver
Halide Microfiche -- A minimum of 150 pairs per mm. Diazo Microfiche
-- A minimum of 135 line pairs per mm. 3) Background Density --
Background variations within the document image area that are outside
the specific limits, resulting from contrast differences within the
original document due to corrections, erasures, patching, aging,
continuous tone, or half tone areas may be acceptable if the resulting
image meets the other technical quality requirements of this
specification. Microfilm exposure shall be set or adjusted for each
document page as necessary to achieve background density within the
desired range. All densities mentioned in this specification are gross
densities. The density shall be visual diffuse (Type VI B) as measured
using the method described in ANSI Standard PH2.191959. The visual
diffuse transmission density of the background of the document image on
the microfiche shall be Silver Halide Microfiche 0.90 thru 1.20 and
Diazo Microfiche 0.90 thru 1.30. 4) Base Density and Clear Areas -- The
gross visual diffuse density in the clear base areas and clear image
shall not exceed 0.20 density units for any silver halide or diazo
microfiche. 5) Film Base and Title Backing -- Silver halide microfiche
shall be on a nominal 5 mil to 8 mil clear acetate or polyester base.
The build-up, because of title backing material, shall not exceed the
thickness of one-half millimeter. 6) Delivered Product -- Microfiche
produced in accordance with this specification shall be free of
scratches, holes, tears, finger marks, dirt, dust, or any other defect
that might adversely affect the quality of reproductions made from the
microfiche. Silver Halide Masters shall meet the ANSI Standard listed
below as pertains to Methylene Blue tests to assure archival quality.
To achieve archival (permanent) quality, Silver Halide Master
microfiche shall be processed so that the residual thiosulfate
concentration shall not exceed 0.7 micrograms of sodium thiosulfate per
square centimeter as measured by the Methylene Blue method (ANSI PH 4.8
-- 1985). The contractor shall include job numbers and contents on all
packages and delivery receipts when returning them to the NRC.
Contractor shall return all hard copy documents with the microfiche
when job orders are completed. The contractor shall clearly mark
envelopes containing the master copy of microfiche as "CAMERA MASTER
FICHE." 7) Filming Filminoriginal document is of marginal photographer
quality, a marginal photography target shall be filmed in the second
frame of the fiche. All documents shall be filmed right-reading, comic
mode, unless otherwise specified by NRC Project Officer. Bound
documents may be guillotined. Oversized documents may be folded and
overlap permitted. Any microfiche containing a frame that is not
right-reading will be rejected and must be refilmed without cost to the
NRC. Each document image shall be consistently positioned in the same
place within the frame. The use of a high-speed fiche to paper copier
necessitates consistent placement of document images and accurate
registration of rows and columns of frames on the fiche. INSPECTION AND
ACCEPTANCE -- Acceptance or rejection of deliverable items shall be
made by the Project Officer within fifteen (15) calendar days after
receipt of said deliverable items from the contractor. In the event of
rejection of any portion of the work, completion of corrected work
items shall be received within two (2) calendar days after receipt of
notice of rejection. The contractor shall be notified of final
acceptance within ten (10) calendar days after receipt of the corrected
items. ORDERING INFORMATION -- All orders will be issued by the NRC
Project Officer on NRC Form 358, entitled, "Micrographic Filming and
Duplication Services Request." Each order will include the item number,
description of items, quantity, and delivery time. PROPOSAL
REQUIREMENTS -- MANDATORY PASS/FAIL CRITERIA -- The proposal shall
demonstrate that the offeror can provide each CLIN (this is an all or
none procurement) and is capable of meeting the turnaround times that
are required for the services specified in this solicitation, e.g.,
provide the names and telephone numbers of customers for which you have
provided this or similar services. Offerors not demonstrating this
ability will not be considered further. EVALUATION FACTORS --
Evaluation is based on corporate and past performance and price.
Offeror's proposals shall include the following information
demonstrating successful corporate and past performance: 1) A detailed
description of corporate qualifications and experience in performing
the same or similar work required in this solicitation which the firm
and any of its proposed subcontractors have performed over the past
five years; 2) Provide contracts (minimum of 3) for the same or similar
services and references (including contract numbers, points of contact
for technical and contractual information, recent telephone numbers,
value of contract and term of contract. Identify ALL contracts that
were terminated for convenience or default or subject to any disputes.
Offerors shall submit an overall cost proposal for the base and each
option period. Award will be made to the offeror considered to be
responsible within the meaning of FAR Part 9.1 submitting the
lowest-priced technically acceptable proposal. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-02. FAR 52.212-1 Instructions
to Offerors-Commercial Items, 52.212-2 Evaluation Commercial Items and
52.212-4 Contract Terms and Conditions-Commercial items applies to
this acquisition. Offers must submit a completed copy of the provision
at 52.212-3 Offeror Representations and Certifications-Commercial
Items with its offer. The following clauses are also applicable to this
procurement. FAR 52.212-5 Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items, 52.232-18
Electronic Funds Transfer Payment, and FAR Clauses: 52.219-8,
