This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Texcel Research, Bethesda, MD is the developer of Texcel Information Manger products and is the only known source who can provide the approximately 284 hours of training and on-site consulting services. This announcement constitutes the RFP and is the only solicitation that will be issued. A sole source proposal is being requested pursuant to this announcement and shall reference requisition number 193P9801463. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-04, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. A firm fixed priced commercial items purchase order, utilizing simplified acquisition procedures, will be issued.
