action previously published in the Commerce Business Daily is hereby
corrected to add the following information: Change "potential
procurement of training services for student pilots to be certified as
Pilot-in-Command..." to "potential procurement of training services
for pilots to be certified as Commercial Pilots in accordance with FAA
standards or similar USAF Evaluations Standards and provide dual
instruction for annual and currency requirements." The following
additional information is provided: Estimated performance start up
could be as early as FY 00 or as late as FY 03. The kind of
training/instruction required is for qualified Air Force pilots who fly
heavy bombers to increase their operational experience in a less
expensive aircraft. Additional aircraft performance specifications are
as follows: Maximum speed -- 250 kts or greater at 25,000 ft; Cruise
speed -- 200 kts or greater at 25,000 ft; G capability -- Normal
Category at maximum gross weight, Utility Category for limited
operational envelope to perform steep turns, lazy eights and
chandelles; Acrobatic Capability -- none; Rate-of-Climb -- none;
Landing and Take-off Requirements -- Take-Off or Land in less than
4,000 ft, and have an accelerate-stop distance of less than 6,000 ft at
maximum gross weight and standard day conditions; Maximum Operating
Altitude -- 25,000 ft or greater; Range -- 800 miles with 45 minute
reserve. The above aircraft requirements are desired requirements and
are not hard and fast. Request the rough order of yearly magnitude be
broken out, separating aircraft and maintenance from flight
