-- Sitka Housing UST Closure and Replacement and Hangar OWS
Replacement at USCG Air Station Sitka, Alaska. Provide all materials,
equipment, transportation, incidentals to perform labor to clean 14
existing 1,000 gallon underground fuel oil storage tanks, plug the
supply and return lines, fill tanks with an inert sand material, remove
vent and fill lines, and cover with backfill; install four new 750
gallon and five new 1500 gallon double walled underground fuel oil
storage tanks with interstitial monitoring and level gages, nine new
concrete support pads, and new double walled supply lines and spare
lines to 14 housing units; install new interstitial monitoring in nine
double walled steel underground tanks, pipe interstitial monitoring in
fourteen piping systems, and level gauges with alarms in four 750
gallon and five 1500 gallon tanks; install alarm monitor panel to
monitor high level, low level, and interstitial boundary of the
installed tanks at central locations withinthe storage area of the
housing unit. The contractor shall provide an optional unit price bid
for all equipment, materials, labor and supervision required for the
excavation, transportation, permanent stockpiling at a Government
supplied site and replacement with clean fill of five cubic yards of
petroleum contaminated soil. Remove the existing hangar OWS and install
a new 2000 gallon OWS system. The system shall connect into the city
sewer system and an existing underground storage tank for storage of
the oily waste in accordance with the plans and specifications. The
estimated cost range for this project is between $250000 and $500000.
The time for completion of this contract is 200 calendar days after
notice of award. The work required by this solicitation is identified
as Industry Standard #1629 and the applicable size standard is $17.0
million dollars in annual receipts for the past three years. This
procurement is issued pursuant to the Small Business Competitiveness
Demonstration Program, Public Law 100-656, as implemented by the OFPP
Policy Directive and Test Plan dated 8/31/89. This is not a small
business set-aside. All responsible sources may submit a bid which
shall be considered by the U. S. Coast Guard. Requests for bid
documents must be submitted and received by this office no later than
16 July 1998. For Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short- term working capital assistance for transportation-related
contracts. This is applicable to any eligible prime or subcontractor at
any tier. The DOT Bonding Assistance Program enables firms to apply for
bid, performance and payment bonds up to $1.0 million per contract. The
DOT provides an 80% guarantee of the bid bond amount to a surety
against losses. Loans are available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
