sullivaj@spawar.navy,mil. The Space and Naval Warfare Systems Command
intends to procure, using full and open competitive procedures and Best
Value selection decision criteria, between 500 to 1000 tracking
beacons, appropriate peripheral equipment and DII COE 3.x interface
software. The primary objective requirement for SABER is to provide
local and worldwide situational awareness and a friendly identification
of ground and surface units to reduce fratricide. Sources will be
required to submit a proposal to include the design and development of
a small number of Pre-production units taken through full
developmental and operational testing, into full production, and
through post production support. The successful offeror will be
expected to provide the following: (1) Supply an integrated systems
engineering process to ensure requirements are met in accordance with
the SOO and System Performance documentation (SPD); (2) Design the
SABER system to easily accommodate hardware, software, operational as
well as support concept changes; (3) Design the system's command,
control, communications and display architecture to take maximum
advantage of existing or planned capabilities; (4) Provide Functional
Specification(s) and external interface control drawings ICD(s). Give
the contractor responsibility for their content until acceptance by the
Government; (5) Ensure successful integration into Global Command and
Control System (GCCS (M)), and Defense Information Infrastructure
Common Operating Environment (DII COE) systems; (6) Provide
approximately 30 LRIP units and the associated support equipment and C2
node software; (7) Provide on-call support and assistance during any
government test and system integration efforts; (8) Identify, develop
and provide the logistics support necessary to support the system in
accordance with the SOO and SPD. In addition, proposals will be
expected to meet the SPD parameters of threshold minimums; year 2000
compliance; design the Command, Control, Communications and display
architecture to take maximum advantage of existing or planned
capabilities and provide adequate levels of security for all
electromagnetic emissions from the unit. The Government expects to
award a contract with incentives to induce cost, schedule, and
technical performance savings. This notice does not constitute a
request for proposals or promise to contract. Any contract that may be
awarded subsequent to this notice will be the result of a formal RFP
currently expected to be released in early August. A draft RFP and a
formal RFP will be posted in the Open Solicitations section of the
